The United States Mint held a Coin Collectors Forum at the Oregon Historical Society on the eve of the Oregon quarter launch event to discuss what the American public wanted to see in their coinage.

The Oregon quarter can be purchased on the United States Mint website in two-roll sets (40 coins per roll), bags of 100 and 1,000 coins, and rolls from the Philadelphia and Denver US Mints. Bags of 100 coins cost $35.50, bags of 1,000 coins cost $300, and two-roll sets cost $32.

On May 24, 2004, Kulongoski gave his approval for the Crater Lake quarter. On the advice of the Oregon Commemorative Coin Commission, Donna Weaver created the design.

The design was approved by the Department of the Treasury on July 13, 2004, and the quarters went into circulation on June 6, 2005. 720,200,000 Oregon quarters were created by the Philadelphia and Denver mints in a year that also saw the release of quarters honoring California, Minnesota, Kansas, and West Virginia.

There were two-quarter ceremonies. On June 15, 2004, Portland hosted the first. On August 24, 2004, Governor Kulongoski, Treasury Randall Edwards, and Park Superintendent Chuck Lundy participated in the second ceremony at a lake viewpoint in Crater Lake National Park.
